How are we going to fix this?

We're both uncomfortable with raising a home full of children with this half-wall's fall to the basement concrete floor. We're thinking of building up a wall or shelving to the ceiling, to make this danger disappear. But, with the vaulted ceiling and no windows on this wall, it gets funny looking, or just too closed in.
